New Jersey Cannabis retail market update – May 2026
The New Jersey cannabis retail May 2026 picture is busy on every front. The state opened a $15 million loan program for small cultivators and manufacturers, the NJCRC locked in its 2026 public meeting schedule, and two new dispensaries cut ribbons in Trenton and Pemberton. Meanwhile, Haledon capped retail at a single shop, a reminder that municipal gatekeeping still shapes who gets in.

π° NEW JERSEY: NJEDA OPENS $15M NJ LEAF CANNABIS LOAN PROGRAM FOR CULTIVATORS AND MANUFACTURERS
The New Jersey Economic Development Authority opened applications on April 20 for the NJ LEAF (Lending for Equity, Access and Financing) program, a $15 million initiative providing low-cost financing to recreational cannabis cultivators, manufacturers, and testing laboratories. Fixed asset loans range from $100,000 to $1.5 million, while working capital loans range from $100,000 to $500,000. To qualify, businesses must hold a valid Class 1 (Cannabis Cultivator), Class 2 (Cannabis Manufacturer), or Testing Laboratory annual license from the New Jersey Cannabis Regulatory Commission, be based in New Jersey, employ fewer than 250 full-time employees, have been in operation for at least one calendar year, and have annual gross revenues of $5 million or less. The state set aside 5% of the program’s funding for businesses located in Impact Zones, areas designated by statute as disproportionately impacted by cannabis prohibition or meeting other statutory criteria. Recipients can use funds to invest in property, upgrade equipment, and cover day-to-day operational expenses.
The NJ LEAF program follows earlier NJEDA cannabis support efforts, including the Seed Equity and Joint Ventures Grant Programs, which together delivered nearly $14 million and supported the opening of 40 cannabis businesses across New Jersey. For small cannabis businesses that have struggled to access traditional financing, NJ LEAF creates a direct channel to state capital for facility investment and operations, with a dedicated set-aside for Impact Zone businesses built into the structure.
ποΈ NEW JERSEY: NJCRC SETS PUBLIC MEETING SCHEDULE THROUGH DECEMBER 2026
The New Jersey Cannabis Regulatory Commission has set its remaining 2026 meetings with sessions scheduled for May 14, July 9, August 6, September 17, October 22, and December 10. All in-person meetings are held at 44 South Clinton Avenue in Trenton beginning at 11 a.m. The July 9 and September 17 sessions are virtual and limited to new license applications and annual license renewals. For the May 14 meeting, the deadline to register as a public speaker is May 12 at 5 p.m. Speakers are limited to three minutes each, with one comment allowed per individual, and groups are asked to designate a single representative. Written comments may be submitted through May 15 at 5 p.m. and become part of the public record. The May 14 session will be accessible via Zoom and YouTube for those unable to attend in person. Anyone requiring accommodations must submit a request at least 14 business days in advance.
The NJCRC’s meeting schedule is where licensing decisions, ownership changes, enforcement actions, conditional-to-annual conversions, and annual renewals are formally approved or denied. With meetings spread across the year on a rolling basis, the calendar sets the pace for the entire licensing pipeline in New Jersey, making the dates and participation deadlines directly relevant to anyone with an active application or pending matter before the commission.
πͺ TRENTON: TOKE LANE DISPENSARY OPENS IN HISTORIC BANK BUILDING WITH MAYORAL FIRST PURCHASE
Toke Lane Dispensary held its grand opening recently at 226 S. Broad Street in Trenton, inside a restored historic bank building. Trenton Mayor Reed Gusciora made the first cannabis purchase and presided over the ribbon cutting alongside Councilwoman Jennifer Williams and other city officials, who recognized the project’s five-year path to opening. The dispensary is led by Akash Govil, Dev Nath, Melissa Taylor, and Store Manager Marlon Jones. Govil and Nath previously ran Zenco, a cannabis payments company. The location offers a drive-thru option allowing customers to place orders online and pick them up without leaving their vehicles, and is expected to create up to 20 local jobs. The site was previously owned by Woah Flow, a minority-owned cannabis company that won a dispensary license in the 2019-2021 New Jersey medical cannabis lottery. Toke Lane’s first location was in Buffalo, NY.
Toke Lane joins a set of licensed dispensaries serving the Trenton area, including Moja Life and Theory Wellness in Trenton, plus Simply Pure Trenton in nearby Ewing. The team is also planning a cannabis consumption lounge as a long-term initiative, and Trenton is among approximately a dozen New Jersey towns that would allow a legal cannabis consumption lounge. Dev Nath noted that a significant percentage of customers are coming from across the Pennsylvania border, pointing to cross-state demand as a driver for the location.
πͺ PEMBERTON: FAR & DOTTER OPENS FRANCHISE DISPENSARY IN BURLINGTON COUNTY
Far & Dotter, backed by Maryland-based parent company Curio Wellness, opened its Pemberton location in Burlington County in April, 2026. The dispensary operates as a franchise, with Haider Rizi serving as the franchisee owner. Rizi is a physical therapist and healthcare worker of 16 years who described the opportunity as personally meaningful. Curio Wellness was founded by Wendy, David, and Michael Bronfien and started as a medical dispensary in Maryland in 2018. Wendy Bronfien, the company’s Chief Brand Officer, created the Far & Dotter name with her father Michael – “Far” means father and “Dotter” means daughter in Swedish. Wendy Bronfien and Rizi noted the store took three years of planning from conception to opening. Curio’s Best-Self products are available in Maryland and Missouri, with select products available in New Jersey and New York as well. The store’s manager, Reverend Julie Aziz, previously worked at multiple dispensaries and with Edibles Magazine in California.
The Pemberton opening brings a franchise model into New Jersey’s cannabis retail market, where independent owners can open under an established brand and supply chain. Burlington County’s first Far & Dotter location gives Curio Wellness a direct New Jersey retail footprint to go alongside its multistate product distribution, and shows that the franchise structure is becoming a viable path to market entry in the state.
ποΈ HALEDON: BOROUGH COUNCIL CAPS CANNABIS DISPENSARIES AT ONE
The Haledon borough council voted to effectively limit the borough to one cannabis dispensary, dealing another setback to This Budz 4 U, a Wayne-based limited liability company that has tried for years to open a marijuana shop in the former Dunkin’ restaurant at the intersection of Belmont and Haledon avenues. The decision, reported in April 2026, is the latest in a series of obstacles the company has faced in pursuing retail operations in the Passaic County borough.
Haledon’s cap reflects the authority New Jersey municipalities retain to restrict the number of cannabis retailers within their borders. For applicants in communities where a single competitor has already secured a position, a municipal cap can effectively end new entry regardless of where a state licensing application stands. This Budz 4 U’s years-long effort in Haledon illustrates how local gatekeeping decisions can outlast and override applicant persistence.

The Bottom Line
New Jersey cannabis retail in May 2026 is defined by capital flowing in through the NJEDA’s LEAF program, a clear NJCRC meeting calendar guiding licensing decisions, and fresh storefronts in Trenton and Pemberton. At the same time, Haledon’s one-dispensary cap shows municipal limits still shape where the market can grow.
