Minnesota: 230+ Active Dispensaries Now Serving More Than 120 Cities Statewide
Minnesota had approximately 235 active dispensaries serving approximately 125 cities as of August 29, 2026, according to the Minnesota Cannabis Hub directory. Of those, the large majority serve adult-use recreational customers and about 28% also serve medical patients. The leading city accounts for 24 dispensaries, followed by the second-largest city with 14 locations. The remaining top 10 cities each hold between 2% and 3% of total dispensaries, with more than 110 additional cities also holding at least one location. Only 7 dispensaries offer delivery services, while 27% offer online ordering. The spread across more than 120 cities reflects how widely retail access has expanded in Minnesota’s early adult-use phase. The 3% delivery penetration rate points to a segment of the market that has seen very little development so far relative to in-store retail.

Minnesota: OCM Publishes Cannabis License Application Data Through August 31
Minnesota’s Office of Cannabis Management published updated public application and license data through August 31, 2026. The release covers multiple cannabis license types including testing facilities, cultivators, mezzobusinesses, microbusinesses, manufacturers, transporters, wholesalers, retailers, municipal licenses, and delivery services. Application counts reflect both the fall 2024 license preapproval process and the general licensing cycle that closed, according to OCM, on March 16. Data is broken down by applicant category social equity and general and current application status. Preliminarily approved applicants have 18 months from that notice to complete local government approvals, final plans of record, and a pre-licensure inspection before a license is issued. OCM notes that certain application data remain nonpublic by statute, including retail and wholesale customer lists, worker identities, tax returns, bank statements, and business plans. The agency plans to launch an interactive mapping tool in the future to look up licensed businesses and public data.

Multi-State: Vireo Growth to Acquire Planet 13 Holdings in Roll-Up Merger
Vireo Growth Inc. signed a merger agreement to acquire all issued and outstanding equity interests of Planet 13 Holdings Inc. through a wholly owned subsidiary, Supernova Merger Sub Inc. Vireo’s CFO and Director of Capital Markets discussed the deal publicly in a fireside chat on August 25, 2026. The company operates approximately 170 dispensaries across 10 states and reported a pro forma revenue of $254.9 million and 54 million shares outstanding. In Minnesota, Vireo operates a new indoor cultivation facility expected to bring product to market later in 2026. Planet 13 stockholders will vote on the merger after proxy materials are filed with U.S. and Canadian regulators, and Planet 13’s shares are expected to delist from the Canadian Securities Exchange and the OTCQX Market upon closing. Vireo’s management describes the deal as part of a roll-up strategy focused on acquiring cannabis businesses with excess leverage but strong operational fundamentals, with integration built around analytics, procurement, and refinancing. The company is currently trading at approximately 0.8x EV-to-sales while peer companies trade at 2.5-3.0x EV-to-sales, according to management’s own presentation of the figures, and Vireo has announced a stock buyback program at current price levels.
Brooklyn Park: City Council Approves Feasibility Study for Municipal Cannabis Store
The Brooklyn Park City Council, acting as the city’s Economic Development Authority, approved a market feasibility study on August 17, 2026, to examine whether the city should establish and operate a municipal cannabis store. The study will assess local market conditions, projected operating costs, potential revenue, competition from privately operated retailers, regulatory requirements, and possible locations. Minnesota law allows local governments to operate municipal cannabis stores in a manner similar to municipal liquor operations, though participating cities must still comply with state licensing, product-safety, zoning, and retail regulations. The August 17 vote does not authorize a store opening. Brooklyn Park has not selected a location or announced a timeline, and the City Council would need to review the study’s findings and take additional formal action before any store could open. A municipal store, if approved, would keep revenue within the city but also expose it to the financial and administrative risks of operating a retail business in a newly regulated market.
Brainerd: Vertically Integrated Microbusiness Brings Cannabis Vape to Market in Three Weeks
Trailhead Cannabis Company and Smith Farms North, a vertically integrated cannabis microbusiness in Brainerd, recently brought a new vape product to retail sale in three weeks. The company identified a shortage of cannabis vapes in the Minnesota market, used locally grown cannabis processed in its in-house manufacturing lab, and brought the finished product through Minnesota’s required laboratory testing before making it available at retail. The business cultivates cannabis, manufactures products, and operates a dispensary within the same building. A founder notes that the supply chains, manufacturing operations, and retail stores now running in Minnesota did not exist for adult-use cannabis produced by Minnesota-licensed businesses one year ago. The founder acknowledges that prices in Minnesota currently run higher than in Michigan, which began adult-use sales in 2019 and has since developed tremendous cultivation capacity and oversupply. Larger packages, small-bud offerings, and other value products are already appearing alongside premium flower, and prices are expected to decline as more producers harvest, more manufacturers begin operating, and more stores compete for customers.
