RI Monthly Puff: Rhode Island Reopens Retail Licensing, TYSON 2.0 Lands

Rhode Island cannabis retail licensing is back in motion this August after months on ice. The Cannabis Control Commission reopened applications on August 7, 2026, following a federal court ruling and a legislative fix that scrapped the state residency requirement. On top of that, TYSON 2.0 officially arrived on Rhode Island shelves through a Warwick-based licensing partner.

Rhode Island: Retail Cannabis Licensing Reopens After Constitutional Challenge

Rhode Island’s Cannabis Control Commission (CCC) officially launched a new retail cannabis licensing application window on August 7, 2026, after the prior round was frozen. That earlier round had drawn 97 applicants competing for up to 24 licenses across six geographic zones, though only 20 were ultimately awardable after two zones drew no worker cooperative or general retail applications, with non-Social Equity applicants paying a $7,500 application fee according to Vicente LLP. It came to a halt on April 8, 2026, when U.S. District Court Judge Melissa DuBose granted a preliminary injunction finding the state’s residency requirement likely violated the Dormant Commerce Clause of the U.S. Constitution. Governor McKee signed H 8544 on June 10, 2026, amending the Rhode Island Cannabis Act to cure the constitutional defects, void the prior application round, and require the CCC to open a new process within 60 days. One of the most consequential changes under H 8544 is the elimination of the requirement that applicants be majority-owned by Rhode Island residents, opening the market to out-of-state entities. The law also revised Social Equity Applicant criteria, requiring majority ownership by individuals who can demonstrate disproportionate impact from cannabis law enforcement. Key deadlines in the new round include September 4, 2026 to submit the Social Equity Applicant Status Certification Interest Form, September 11, 2026 to submit the certification application itself, and November 23, 2026 for adult-use retail license applications. Applicants from the prior round are eligible for refunds of their $7,500 fees. The First Circuit remanded the cases on August 11, 2026, and Judge DuBose dissolved the preliminary injunction on August 14, 2026, clearing the CCC to accept applications, run the lottery, and issue licenses under the amended law. The reopening marks a reset for a market that had been stalled for much of 2026. With the residency requirement removed, the applicant pool is now open to any person or business entity regardless of where ownership is based, which substantially changes the competitive dynamics of the upcoming license lottery compared to the prior round.

Rhode Island: TYSON 2.0 Launches at Select Dispensaries Through Reborn Roots Partnership

TYSON 2.0, the cannabis brand co-founded by Mike Tyson that entered the market in 2021, announced its official expansion into Rhode Island on August 12, 2026. According to the companies’ announcement, Reborn Roots, a Warwick-based company that cultivates, extracts, and manufactures its products in-house, is serving as the exclusive licensee for the state. TYSON 2.0 products are now available at four licensed dispensaries: RISE Dispensary in Warwick, Thomas C. Slater Compassion Center in Providence, Newport Cannabis Company in Portsmouth, and Sweetspot Dispensary in Exeter. The product lineup includes premium flower, pre-rolls, concentrates, edibles including the brand’s ear-shaped rosin gummies, vape cartridges, and all-in-one disposables. Brent Vanzile, Founder of Reborn Roots, noted that the two companies previously worked together in Mississippi before bringing the partnership to Rhode Island. Products are available to both adult-use consumers and medical patients. The launch adds a nationally distributed celebrity brand to Rhode Island’s dispensary shelves and represents Reborn Roots expanding its role from in-house manufacturer to licensing partner for outside brands. It also signals that established cannabis brands are actively seeking distribution footholds in Rhode Island.
